Byzantine-Latino Quarter Improvements

Funded by Los Angeles Neighborhood Initiative (LANI), the project is a community driven
neighborhood revitalization. Located in the Byzantine Latino Quarter (BLQ) of LANI, the project intent
was to provide new sidewalk, pedestrian lighting, banners, planting to meet the overall area
community improvement goals. Civil Works Engineers was involved in two projects within the BLQ
area, the intersection of Normandie and Pico and the intersection of Hoover and Pico.
At the intersection of Normandie and Pico, final construction plans were prepared to modify the
existing street and install new parkway improvements. The project removed a dedicated right turn
lane and ‘pork chop’ island and installed new landscaping, decorative paving, pedestrian lighting and
benches to provide a new pedestrian plaza area. At the intersection of Hoover and Pico the existing
sidewalk was enhanced with new curb ramps and decorative paving, pedestrian lighting and benches.
Both locations involved site grading, drainage modifications, street improvements, and new utility
services. All improvements are accessible compliant. Plans were processed through the City as a ‘B’
